To better understand this assessment, it is necessary to delve into the program's history. According to the National Rural Health Association, only about 10% of the nation's doctors practice in rural America, despite the fact that nearly a quarter of the population lives in rural areas. The federal government has long recognized this disparity. Through the Telecommunications Act of 1996, Congress established a rural health care support mechanism as part of the FCC's Universal Service Fund (USF), specifically to ensure that rural health care providers have an affordable rate for the services necessary to provide telemedicine and health care instruction services. Despite the passage of the legislation and the FCC's $400 million a year allocation, this program has gone largely untapped (since its inception in 1988, the program has disbursed less than 10% of its authorized funds). Many analysts claim that the program suffered from too many rules and regulations, making the entry criteria nearly impossible for most interested applicants. By 2006, when the pilot program was being rolled out, the country had been hit with the terrorist attacks of 9/11 in 2001 and the natural disaster of Hurricane Katrina in 2005; most health care advocates strongly urged the government to establish a stronger, more connected health care system for the future.
